Aaron Kramer Brosnan
Aaron Kramer Brosnan joined Brustein & Manasevit, PLLC in July 2019. Aaron assists clients with federal grants management and various education programs, including the Individuals with Disabilities Education Act, Strengthening Career and Technical Education for the 21st Century Act, Workforce Innovation and Opportunity Act, and Every Student Succeeds Act. Aaron also works with clients on compliance with the rules and regulations under the Uniform Grant Guidance, as adopted by the Education Department General Administrative Regulations. Prior to joining the firm, Aaron worked for the District of Columbia Office of the State Superintendent of Education (OSSE) on special education compliance matters. As a compliance officer with OSSE, Aaron regularly reviewed student files and LEA policies and procedures for compliance with federal requirements. Aaron also served as one of the State on-site monitoring leads. During these on-site visits, Aaron developed a data-driven technical assistance program for low-performing LEAs. In that program, Aaron used data from a student file review to identify weak points in LEA special education compliance, such as analyzing the percentage of noncompliant files by case manager, grade level, and disability type. Aaron then assisted LEAs in developing a plan to address these long-term needs and provided ongoing assistance in implementing these plans. During law school, Aaron interned with the Office of Hearings and Appeals at the U.S. Department of Education and with the National School Boards Association. Prior to law school, Aaron worked for the Landmark School in Massachusetts as a special education teacher and reading specialist.
